BJ40 // Is the cable winch a standard factory featuer

Hi all,
My Land Cruiser BJ40 didnt succeed to pass the Tecnical Inspection in Spain, they say the cable winch is not a factory feature, so should pass through a long and complicated homologation...
Does anybody know whether BJ40 had the cable winch as a factory feature and what evidences could exist for this?
